P.S. just noted following term in the Citic offer http://www.citicbankintl.com/_promotion/201104/card/card_welcome_offer.pdf:

"The 2% Cash Rebate is consist of the basic cash rebate of 0.55% and an additional cash rebate 1.45%."

So my max rebate under this welcome offer is $5,000 x 1.45% x 12 = $875.
And compared to spending $5,000 a month x 12 with the SCB Exec Platinum instead, the welcome gift is really $5,000 x (2% - 1%) x 12 = $600. This is a good but not an exceptionally generous welcome gift to me - other cards don't make me spend for 12 months in order to get the welcome gift!

Good points, but Bankcomm Diamond Unionpay 3X welcome offer http://www.bankcomm.com.hk/en/creditcard/cup_card_wel_gift_t_c.html and Dah Sing 我至愛商戶 welcome offer (recently withdrawn) also count bill payments. I acknowledge Citic is the first offer to count AAVS.

Nevertheless it's not what's counted, it's who is eligible for which matters. Am I to clutter up my list with entries like "i. (Cardholders covered by 2% welcome offer of Apr-Dec 11)"?

I've reviewed the Best Asia Miles Card list at Flyertalk http://www.flyertalk.com/forum/cathay-pacific-asia-miles/1301983-best-credit-card-conversion-rate-asiamiles-hk.html and tried to make this list as parallel as I can - if an Asia Miles cards' points can also be converted for cash rebate or supermarket coupon then I consider it here.

Of course there're some cards that do well in the Asia Miles list but doesn't appear in my list - namely Shacom Plat because it's got a great Asia Miles conversion ratio (8 pts/mile) but unremarkable coupon conversion rate ($100 coupon/25,000 points).

由於所有消費人仔換返嚟嘅分係港幣 rebate
如果齋用百分比嚟表達 RMB:rebate 嘅 % 會有所誤會
例如 HSBC 6X,RMB 250 = 6 $RC 睇落好似有 2.4% 回贈
但實際應該以同一幣種計算,即係 RMB 250 x 1.25 = HKD 312.5

HKD 312.5 = 6 RC$ 只有 1.92%,連 2% 都冇
同理,永隆 3X,RMB 250 = HKD 3,i.e. HKD 312.5 = HKD 3 = 0.96%,冇 1.2%
交銀 >$300 = 2X,RMB 250 = HKD 2,i.e. HKD 312.5 = HKD 2 = 0.64%,冇 0.8%
ICBC 廣深卡 0.5%,RMB 200 = HKD 1,i.e. HKD 250 = HKD 2 = 0.4%,唔再係 0.5%
(ICBC 廣深卡本身可以玩 0.5% 現金回贈,好過 11,000 分換 $50 劵)

唯一可以直計百分比嘅得 CCB Asia CUP,因為佢可以揀 RMB 做 rebate currency
RMB 250 = RMB 1 = 0.4%

Yes, only CCB Asia CUP is an exception.

For every HKD/RMB 1 spent with the card you will be entitled to 0.5% cash rebate. (Cash Rebate for RMB spending will be converted into HKD at 1:1 conversion rate).  Rebate amount will be calculated on monthly basis, and shown in the next monthly statement.

Note 3: Rebate % in HK$ terms is less than stated % because banks use RMB for calculating points earned but coupons are HK$. For instance, at HK$1.23/RMB, HSBC 6X is 1.95% not 2.4%. CCB CUP is an exception because it offers RMB cash rebate.

I'll wait for foxlemon's confirmation. I still consider the CNCBI as a welcome offer restricted to new cardholders rather than a earn rate.
